Town Manager’s Proposed FY2024 Budget Reduces Tax Rate

Beginning Saturday, March 11, the Vienna Town Council will begin deliberating the Town’s FY2024 proposed budget. The proposed $50.1 million balanced budget reduces the Town’s real estate tax rate one-quarter cent to $0.2025 per $100 of assessed value. It also funds compensation increases for eligible employees, addresses inflationary increases in operating costs, and supports personnel additions identified as priorities in a December 2022 Town Council conference session: restoring a senior compliance officer position in the Planning and Zoning Department, and adding a civil and capital projects engineer position to the Public Works Department.

“This proposed budget is based on direction from the Town Council early in the process and recommendations from the staff budget committee over the course of the last few months,” said Vienna Town Manager Mercury Payton. “The result is a legally balanced proposed budget that addresses priority operational concerns, and provides continued support for day-to-day operations in all Town departments.”

The Town Council will hold two conference sessions to review the proposed budget and make any revisions in its discretion. Conference sessions are open to the public, although no public comment is permitted. The public will have an opportunity to provide feedback on the final plan during a public hearing. The FY2024 budget process schedule is as follows:

  • Budget Conference Session #1 Saturday, March 11 at 9 a.m.–5 p.m. Vienna Town Hall
  • Budget Conference Session #2 Monday, March 13 at 7:30 p.m. Vienna Town Hall
  • Proposed Budget, Tax Rate, Water & Sewer Rates Advertised Thursday, March 23
  • Public Hearing – Proposed Budget and Water & Sewer Rates Monday, April 10 at 8 p.m. Vienna Town Hall
  • Public Hearing – Proposed Tax Rate Monday, April 24 at 8 p.m. Vienna Town Hall
  • Adoption of Budget, Tax Rate and Water & Sewer Rate Monday, May 15 at 8 p.m. Vienna Town Hall
