Elected in Vienna Town Council’s first-ever November general election in 2023, Roy James Baldwin previously served as the Chairman of the Town’s Board of Architectural Review from 2021 to 2023, having been a board member since 2006.  He is a member of the Vienna Business Association (VBA) and a former member of the Town Business Liaison Committee (TBLC) and the Parent Teacher Association (PTA) for Vienna Elementary School. 

Baldwin is a practicing Attorney and is a member of the Fairfax Bar Association, Virginia State Bar, and the American Bar Association.  He is a lay reader at the Church of the Holy Comforter. 

Baldwin was born in Nacogdoches, Texas.  He grew up in Mississippi, New Jersey, and Nebraska and has been a resident of Vienna since 1980.  He has a bachelor’s degree in political science from the University of Nebraska, Lincoln, and a Juris Doctorate from George Washington University Law School in Washington, D.C.  He lives in Southeast Vienna with his wife, Sharon.  They share a son, Nathaniel, and a grandson, Nicolas.
